Top player bounty

So I wanted to make my own add on but I’m not skilled enough yet, so looking for a little bit of help.

I want it for a sandbox mainly where the person with the most kills have a “bounty” on their head so if you kill them you get x amount of points added to your point shop balance. 

I figured it should have a player on count of 10 for it to be active so people don’t just boost points. And probably a cool down of 30 seconds or so. Just something fun to do instead of just mindless killing 24/7.

i don’t know how complicated this would be so any help is appreciated.
