These files allow the conversion of folders of models and materials to Addon files.
The info file can be put into any folder with models and materials folders in it and will then allow you to select them from the browse menu. The info file can be filled in but does not have to be (it can just be pasted into the file).
The settings folder contains a spawnlist folder with the text file for the spawnlists in it. To add a model to your spawning catagories add its file path where defined in the text file, and give it the name (where it says "Your Catagory Name" and the text file itself) of whatever the model (or set of models) it is you wish to spawn.
For GMod 9 files with prop-lists just add the info and spawnlist file, and put the spawnlist folder in the settings folder that is already there (then do the above, but use the file paths used in the prop-list as it is easier :D )

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:

    • common
      • garrysmod
        • garrysmod
          • addons
            • Blank Addon Files <-- Addon folder!
              • e.g.
              • lua
              • maps
              • materials
              • models
              • etc
