This is a force downloader that will force players to download the addons file for the server. If you want to edit it and change directories or use the second method which is not implemented but the code is there, then open the lua file with notepad or any other script editor. Instructions are in the lua file on what to do and how to use the different methods.
To install simply place in your addons folder of the server and your done

The code is from the gmod wiki, i only added comments in the code and set up the directory path so dont bitch people
important to note: THIS DOES NOT ALLOW PEOPLE TO DOWNLOAD SVN FILES. so things such as wiremod and phx will not be downloaded unless those are in non svn format. Man i forgot to mention a lot of stuff :/. Hopefully i wont need to update it again lol
Edit...again: If you are having problems with it not working you should try editing the directory for downloading and be more specific(i.e. dont just set it to addons like i have). Some have it working as is while others have to adjust it.

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:

  • steamapps
    • common
      • garrysmod
        • garrysmod
          • addons
            • Force Download <-- Addon folder!
              • e.g.
              • lua
              • maps
              • materials
              • models
              • etc
