These are footsteps from Firearms Source. I was looking for realistic foot steps for Machinima reasons and found these.
This pack contains sounds that will replace the default HL2 Walk sounds for all terrain.
Drop the sounds folder into your garrysmod folder
All I did was take these nice sounds and put them into a pack ready for installation.

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:

steamapps
- common
  - garrysmod
    - garrysmod
      - addons
        
        sounds <-- Addon folder!
        
        e.g.
        
        lua
        
        maps
        
        materials
        
        models
        
        etc
