This will let you control the gamespeed and will make your weapons have more impact on things and combine vision. Now with cool blood efect. This one also alows you to virtually stop time and give you cool slow motion efect.

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:
