Because this addon wasn't good enough for the stiffs over at scriptfodder... i'm gonna release it here.
About
With this addon you can have players 'break' their legs to decrease their movement and run speed. When a player is shot in the legs it will 'break' their legs and decrease their speed, this will also happen if the player falls from a height that would give them fall damage. Depending on what you configure it to, players will moan when they are hurt, and a blood overlay will also appear. This addon also adds a splint entity that can fix players legs. This entity is great for medic jobs.

Installation
Installation is as easy as dragging and dropping the folder into addons and the editing r_config.lua 
If your server does not have FastDL then you must add this workshop: http://steamcommunity.com/sharedfiles/filedetails/?id=677050616

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:
