If you wish to wipe all your statistics (i.e. levels + prestiges), type "completelevelwipe" into console. It won't give you a confirmation for this so beware.
Levels and XP 2.0, now works in servers! Levels and XP seeks to give your gamemodes the benefit of levels and experience, just like in Call Of Duty. Your levels will float above your head along with your prestiges, so you can flaunt your supposed penis size and physical prowess online. Gloat-tastic!
(No I won't be adding weapons/benefits for other levels, because that's pointless/borderline plagiarism and if you want weapons for levels that badly go code them in)

This download looks like an addon. You need to extract the downloaded zip and put the addon folder in your Garry's Mod addons folder. You should end up with a directory structure similar to below:
